Governance Training and Policy Development Services

The African Trans Network seeks to engage a qualified consultant to provide governance training and policy development services over a period of 3 months to strengthen the organisation’s institutional foundations. This consultancy is part of ATN’s strategic plan implementation focusing on building robust organisational systems and accountability mechanisms.

Consultancy Period: August 30, 2025 – November 30, 2025 (3 months)

Scope of Work

The successful consultant will be responsible for:

1. Policy Development

  • Development of comprehensive governance policies and procedures manual
  • Creation of financial management policies and procedures
  • Development of safeguarding and protection policies (including anti-sexual harassment, anti-fraud, child protection, and community safety)
  • Creation of risk management and crisis response policies

2. Training Delivery

  • Design and delivery of a 2-day governance and safeguarding training for ATN leadership
  • Training participants: Steering Committee members and Regional Coordinator (approximately 8-12 participants)
  • Focus areas: Governance roles and responsibilities, safeguarding implementation, accountability mechanisms

Phase 1: Assessment and Planning (August 30 – September 10, 2025)

  • Deliverable 1: Organisational assessment and gap analysis
  • Deliverable 2: Detailed work plan and timeline
  • Deliverable 3: Training needs assessment

Phase 2: Policy Development (September 10 – October 15, 2025)

  • Deliverable 4: Draft governance policies and procedures manual
  • Deliverable 5: Draft financial management policies
  • Deliverable 6: Draft safeguarding and protection policies (anti-sexual harassment, anti-fraud, child protection, community safety)
  • Deliverable 7: Draft risk management and crisis response policies

Phase 3: Training Preparation (October 15 – October 30, 2025)

  • Deliverable 8: Training curriculum and materials
  • Deliverable 9: Governance and safeguarding training resources
  • Deliverable 10: Training evaluation tools

Phase 4: Training Delivery (November 1-15, 2025)

  • Deliverable 11: 2-day governance and safeguarding training delivery
  • Deliverable 12: Training evaluation and feedback collection

Phase 5: Finalisation (November 15 – November 30, 2025)

  • Deliverable 13: Final policies package incorporating feedback
  • Deliverable 14: Implementation guidelines and timelines
  • Deliverable 15: Training report and recommendations

Consultant Qualifications

Essential Requirements:

  • Minimum 5 years experience in organisational policy development
  • Proven experience in safeguarding policy development (anti-sexual harassment, anti-fraud, child protection)
  • Experience working with civil society organisations, preferably LGBTI+ organisations
  • Strong understanding of African legal and cultural contexts
  • Experience in training delivery and adult education
  • Excellent written and verbal communication skills in English or French

Desirable Requirements:

  • Experience working with transgender or LGBTI+ organisations
  • Knowledge of South African legal framework
  • Experience with international human rights standards
  • Certification in safeguarding or protection training
  • French language proficiency
  • Experience with remote/virtual training delivery
